Opening

Intelligence can now be built.

For most of history, intelligence could be educated, cultivated and observed, but not deliberately assembled as a working system.

That has changed.

Artificial systems can now reason, remember, communicate and act across extended histories. Their designers decide what those systems retain, what they forget, what they trust and how they respond when the world proves them wrong.

These are no longer incidental design decisions. They shape the kind of intelligence that emerges.

The engineering arrived before there was a science organised around the problem.

Cognetics begins there.

The object

Capability tells only part of the story.

A system may improve because it has more information, more computation, a better model or access to a new tool.

That is an increase in capability. It does not necessarily mean the system has developed.

Development concerns what has changed within the organisation of cognition itself.

Has the intelligence learned to notice a distinction it previously missed?

Has an outcome altered what it expects?

Has correction changed only the immediate answer, or the judgement that will shape later answers?

Has a lesson survived long enough to matter elsewhere?

Cognetics studies these changes as a connected process rather than as isolated improvements in performance.

Exposure and experience

Exposure is not experience.

Events do not become experience merely because they happened.

A person can repeat the same mistake for years. An organisation can document a failure without changing the incentives that produced it. An artificial system can receive a correction and make the same error when the wording changes.

In each case, the event entered the record. It did not reliably alter future cognition.

Cognetics proposes that exposure becomes experience only when its consequence is understood, incorporated into later cognition, preserved through time and expressed beyond the original case.

That proposition is open to testing. It may prove incomplete, substrate-specific or wrong.

Its purpose is to make a familiar distinction scientifically usable.

A first instrument

Can experience be measured?

The experience-conversion rate is a proposed way of investigating whether an outcome-bearing event has produced a lasting and transferable change.

It asks a practical question:

Of the events that should have taught the intelligence something, how many actually changed what it did later?

The measure is not intended as a universal score of intelligence or wisdom. It is a starting point for studying how histories become development.

Its usefulness must be established through implementation, comparison and criticism.

Across substrates

The same question appears in different forms.

A surgeon becomes more discriminating after seeing an unusual complication.

A company changes how it approves risk after a costly failure.

An artificial system learns that a familiar pattern is unreliable under a particular condition.

The mechanisms are different. The stakes are different. The forms of memory and authority are different.

Yet each example raises a related question: how did an event alter future cognition?

Cognetics examines that question across biological, institutional and artificial intelligence without assuming that the three can be reduced to one another.

Comparison is useful only where difference is preserved.

The programme

A proposed discipline, not an established one.

Cognetics has not earned the status of an independent science simply because it has been named.

That status will depend on whether cognitive formation proves to be a coherent object of study.

The programme must produce explanations that survive criticism, instruments that other researchers can implement and findings that reveal something not already explained more adequately elsewhere.

If the object dissolves into existing disciplines, Cognetics should contract.

If it generates no useful measurements, regularities or comparative insight, it should disappear.

The claim is therefore conditional.

The work begins with the test.
